I just started having this issue, as well. I play on console and the parents cannot sleep because they keep waking up to watch a milestone that never happens. It will glow, the parents would go to watch and take pictures, then nothing happens. No notification, and it doesn't show up in their panel. It makes it unplayable as the parents can never get any sleep.
