My game just started doing this about a month ago. My infants will get the little bubble on the action, the other sims in the household will go to "see what's happening" but then no notification or anything for the milestone. I've repaired my game multiple times, took out all mods, and it is still happening. Would love for this to be fixed so I'm not having to "cheat" the milestones so my infants can progress.
