I have been getting this too. Completely new install of the game, no mods, no CC. Some milestones were achieved, but very slowly (the game is on long lifespan). I did get all the "achieved a milestone" messages and then nothing actually being achieved. My infant finally did get the sitting up milestone, but ended up getting stuck in the crib and no one could get them out. I went in to build mod and moved the crib to knock them out of it. When I got back into live mode the infant no longer had the sitting milestone.
