I have the same issue. After restarting the game it does register like one or two milestones and than it just stops. Infant glows, but nothing happens. I got the first bath milestone after restarting the game, but the infant had probably had like 7 baths at that time, before restarting the game.
I play without mods, I cleared the cache file and repaired the game twice, but nothing works.
