The problem seems to appear when I leave the house without my infants but can be fixed if I go somewhere else with them. It's a temporary fix and it will happen again but that might help you continue playing
Thanks for this comment; This lines up perfectly with what I've experienced. If you don't go off-lot without the infant, milestones will complete properly. If you do, then you need to travel with the infant to fix them.
