I’m also currently experiencing this issue with certain toddler milestones. My toddler sim has maxed all skills, but, she never got the option to learn numbers (so couldn't achieve that milestone), and despite maxing the movement skill, she never recorded this milestone, and never received the milestone for being able to run (which she can do). I’m on PC & have never used mods or CC.
