I had this problem as well. I do not know how to make the problem stop forever but I was able to fix the affected infant with these steps...
- Shift click remove infant from family
- Shift click add infant to family
- save game
- exit game
- reload game
- play that save and it was working
Not a perfect solution but a quick fix, make sure the active sim is the infant or toddler you are using to remove and add to family.
Thank you so much!! What a strange fix but this worked for me!
You can also just try going to manage worlds and then reloading into the household, it always works for me and is much quicker. Try it first before removing and adding infant to family and exiting the game :)
