[GRO] Milestones disappearing/resetting with rotational play

Hi, I am reporting a milestone-related issue that still occurs despite previous fixes. When rotating frequently between households (switching families often, entering lots and CAS while testing a world), Sims lose previously established milestones. This happens without mods and also in a brand new save. I tested by setting milestones, saving, switching to other households several times, and later returning to the original Sims, where the milestones were gone. This seems to happen especially when Sims are not played for long as the active household. Expected behavior is that milestones remain persistent once earned. This makes milestones unreliable for rotational gameplay and save file creation.
