You're likely correct. Though I've tested it a few times, and I'm still getting the same result, so if it isn't balance and luck, it's something that having balance and luck on seems to exacerbate. Perhaps it's just making moodlet switching more common, which might increase the chance of an incorrect one. It might just be a weird coincidence.
I'm curious about what the intended triggers are for milestone memories. I might take a look under the hood.
I don't even have the fairy pack so don't have balance and luck and it's still happening to my sims.
