[GTW] Detective: No sims at detective APB locations except for the criminal

This is another old detective career bug that was never fixed. When your Sim arrives at the location after issuing an APB, there is only one other Sim on the lot who is the suspect. This bug seems to occur if there are a lot more clues found.

Note: after testing this might not be a bug because it seems the less clues you have, the more Sims show up to the APB lot but the more clues you have, the less Sims show up to the APB lot.
