I get something similar. I issue an APB, arrest the suspect, but the suspect doesn't appear back at police HQ. I often have to arrest the same sim several times to get them to appear so I can interrogate them.

Dude I am so frustrated right now. My Sim has arrested a suspect and when the game loads back to the police station, the suspect is not there. I have tried everything that people have suggested and nothing is working. Bulldozed the police station and rebuilt it. Quit the career and started from scratch. Reset all sims involved. Nothing. Can anyone help?
I too experience this. I arrested the suspect and then when I get back to the police station, they aren’t there for me to interrogate.
This is an older detective career bug that was reported and still exists in the game today. I have used the same title. My Sim arrested a suspect after issuing an APB. My Sim arrived back to the police station alone. The suspect was not in the cell.

I hope they fix this soon, but how I solved it was go on Patrol and come back right after. And the suspect was already in their cell
I have experienced this issue several times as well.
Just noticed this issue. My Sim arrested someone and once I get back to the station, he seems to have forgotten how to exist.
