I also faced this issue. My solution was to remove the outfit picker interactions from the register through a mod as it was not necessary to have them here as you can do it from the business management UI.
But I think the issue comes with the fact those interactions check if there are existing business outfits to pick from (to display or not the option to assign them), but that tests fails if the lot is not a regular retail lot as there are no retail business to check.
