[GTW] Detective: No sims at detective APB locations except for the criminal

This is another old detective career bug that was never fixed. When your Sim arrives at the location after issuing an APB, there is only one other Sim on the lot who is the suspect. This bug seems to occur if there are a lot more clues found.
