[GTW] Retail worker don't spawn (Customer)

I gave this a test and while it does take a moment, they show up for me.

Did you try multiple stores ?

Console version: Version 2.16

I tried multiple stores and the default store area, but no one came.

In the OP you say it was a store that was previously owned. Is that true for all the stores ? I didn't test that part. Maybe that's still bugged.

I'm sorry. I used the translation function and may have said something different than I intended.
These stores never had owners, and they still don't have owners.

Could you test a new save game to see if it works there ?

Since the last update unowned retail lots don’t save anything for sale and no workers show up. They already didn’t work if you owned them so now they seem to be completely broken. You can no longer visit any retail lot and buy anything. 

im on Xbox. I have a whole list of lot types that do not work anymore
