[GTW] Shepherd's Pie recipe is wrong and should be in Cook, not Bake

As a Brit, I find it deeply weird that Shepherd's Pie under Baking requires Dough as an ingredient - it doesn't IRL. It is basically the same as Cottage Pie (found in [COL]), but uses lamb instead of...
