I had a pregnant sim in labor choose to have the baby at the hospital and join with spouse. When the In Labor timer got down to 2 hours, her needs filled up (that's normal) but she did not head to the operating room with the doctor (who was waiting outside), the timer stopped having accelerated decrease, and she did not change into the hospital gown. I saved and reloaded, and she was now in the hospital gown and the timer was rapidly dropping, but she still stayed at the reception desk. When the timer hit 0 minutes, the In Labor moodlet remained and she continued standing there. I had to send her home to have the babies. (Home was 28 Jasmine Suites with its default On Ley Line trait, so she had twins.)
No Last Exception was thrown.
