I have this issue with the mixer, pizza oven and waffle maker, but the Skill Mastery Perk makes no difference. The glitch also applies to those without a perk.
The appliances were for sale in a GTW retail store and sold/restocked in that condition. But when I set "not for sale" and request "collect ingredients/waffles/pizza" the action is instantly dropped.
Edit: I also get this when nobody's using the mixer and it's empty - the light turns on but you can't "Collect Prepped Ingredients" as there's nothing in there. This mixer was just upgraded and set for sale/sold/restocked; the light shouldn't be on anyway. Not sure if that's a different bug.
