The Herbe non herbeuse plant is glitched in all worlds. Anywhere that plant is it is glitche in the lots and off the lots -- in build buy and live modes. See below for reference.

Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do.
- Please choose a thread tag for either mods/cc removed if you tested without or never if you don't use any
- What platform are you playing on (PC, Mac, Playstation, XBox). Please pick a thread tag for that.
- If you are on PC or Mac, please try repairing your game.
- Does the same happen on a new save ?
