I am guessing this is spawning on all of the townies because they are in a category that does not contain other (or not many other) items. We need a way to tell the system to not include a particular item on randomly generated townies. I have removed the dirty sandals from dozens of Sims' swim outfits.😕
You might be right. But there was also a time when all townies had the bow headgear on.
