OMG!!! You're amazing for trying to solve this! That means there is still hope!!!!!!
I still haven't verified it myself, but two simmers confirmed that SAVE or SAVE AS... then EXIT and DELETE your localthumbcache.package file works.
I've been fighting with crappy internet and working on a couple projects, so I haven't gotten around to poking around the Tuning for these interactions yet, but I haven't forgotten. I'll get to it SOON™.
