[IL] Swim faster at level 6 Fitness not happening

When we first got IL there was a noticeable difference in how fast sims swam between the lower levels of fitness and level 10. We get a notice at level 6, so I guess that's the change point. It was most noticeable if they had to swim a long distance - for instance if they were swimming to one of the IL deep water dive buoys to "Free Dive." At some point - long, long ago - this little feature seems to have disappeared. I sort of miss it. 😕
