Infants/Toddler spawning outside of home after loading back in (Patch 1.119.109)

Happens to me when everyone travels outside the home except the infant who goes to daycare or who is watched by the nanny.  They are not cared for properly while away, and they end up outside on the sidewalk when the family returns.  Recently, all the family went to a family reunion at a restaurant and the baby came unannounced and was laying outside the restaurant in the street and the parent's could not pick it up.  I have never used mods and am updated to the most recent patch.
