I am having the same exact issue. It doesn't matter how many times I quit and restart it still occurs. I also did a game repair and still getting the issue. I have no mods or cc. It is starting to really irritate me because I just built my barn and got all my chickens, cows, llamas, and horses after building up my small empire to 90k simoleons! I do NOT want to start a new game!
There is no point in starting a new game. Your best option if you do not want to use CC storage is to take things out and place them in the world first, on a counter, table, or the ground. You can then take them and place them into your sims inventory. It is more tedious this way, but it does work. Hopefully after the holidays they will issue an hot fix for this issue.
