I have this same bug, and it's making the game unplayable. When selecting an item from one inventory to another it will select a different stack than the one I originally select and get stuck like this as the cursor for everything. When trying to select other items after they seem to duplicate the graphic and I can't select anything ever again. It also wants to 'sell' the stack in hand but won't actually sell. This usually resets if I travel to another lot, but not always and a restart is almost always required. I have no mods/cc on Windows.
Sucks that it sounds like I need to use a mod to get around this bug, really frustrating.
