After I place one item the next item I select won't place, it flips back to where it was previously, or is carries around by my mouse indefinitely. I found by clicking a different tool across the top...

Yes, I have mods and at first I thought that was the problem but I've tried removing them and making sure its off then reinstalling the Sims 4 and nothing has fixed it. Every time I load my world and go into build mode, I'll delete something and then suddenly I cant delete, replace or move anything and if I go into live mode and unpause it the red border will still be there and nothing moves, nor can I interact with anything. If I try and save it will be stuck on the loading screen forever. Please help.
