I used to love the kiss in water animation, but since AA and the addition of water woohoo, I haven't been able to use it. It's just not there as an option.
Af first I put it down to the use of mods, but even without mods it's just not there. I've started a new save, so it's not a save corruption, and right now I don't even have AA activated. Was it removed intentionally or is it a bug? If it was intentional, why?

just gave this a test and it's still present in my game.

I followed the steps and the error is still present in the newly generated game. They can woohoo in the water, splash each other, try for a baby in the water but not kiss in the water. Just choosing kiss have them leaving the water and heading onto dry land. This was in an entirely newly generated sims4 folder with no mods installed. I got to step 8 in the guide you linked.
