[LD] Cannot create new will after destroying old

I am unable to create a new will after selecting "Destroy will" or bringing a sim back to life. The option to create a will is greyed out with the note "X sim already has a will". No will is in the sims inventory.

One sim died of old age. The will was created before the sim died, the family moved, will never came in the mail to read out loud for heirlooms to be passed down. Sim proceeded to eat ambrosia to come back to life and cannot create a new will.

Second sim I pressed the option "Destroy will" in curiosity (bad move) and now cannot create a new will via any means (computer, inheritance lawyer, or town hall.)

I've tested by removing all mods, restarting game, copying/reloading save, and with a new clean save.

    Here is a procedure to reproduce on a fresh save.  No mods enabled.  This bug has nothing to do with heirloom passing, or a will being sent to another Sim.  Once a Sim dies wills seem to become permanently locked, even after resurrection.  This makes any Sim unable to change any Will details after resurrection, including Heirlooms, simoleons, or remains.  Untested if a future final death would trigger any Will properties set before the first death.

    1. Create Will (all will interactions work) 
    2. Sim Dies, lives as playable ghost (will interactions limited to only "Destroy Will", as expected)
    3. Resurrect Sim with Ambrosia (will interactions still limited to destroy only)
    4. Destroy Will, attempt to create new will via computer says "already has a will"
