This seems to confirm the goal being linked to the graduation buff, rather than actually finishing university as the goal would suggest.
Were either of the sims in your active household when they didn't attend graduation, or were you playing a different family?
PS remember to click on the "Vote" arrow at the top of the thread, so EA flags that this is currently a problem for players.

Have had two different Sims with this bucket list, both instances after graduating university and getting a degree, the bucket list was not registered as completed. Didnt attend graduation for either one.

Thanks for pointing the specifics out. Someone in my rotation just failed to get his checkmark for this reason and I was wondering what was going on.

This bug is a pain if you play rotationally and a sim finishes their degree while you're playing with another household.
Issue: I checked the tuning files, and the "I'd like to Finish University" Bucket List goal is linked to a buff rather than a degree trait (buff_University_Graduation_Graduated). This is inconsistent with the "Earn a degree" aspiration task [DU], which only checks for a UNIVERSITY_DEGREE trait.
What should happen: the bucket list goal should complete consistently with how the University-related "earn a degree" aspiration task is able to be completed. Which is when a degree trait is added to the sim.
Otherwise, the goal should've been called "I'd like to GRADUATE from university" rather than finish university.

No, I haven't. University is way too hard and repetitive to do it twice.

Have you tried doing another degree to see if that counts ?

In addition: adding a degree with a cheat didn't help, I guess the goal is tied to the graduation ceremony or smth, not a degree
