This may be related. When I get an invite to hang out like this shown byLadyAofPineapple, specifically on the Bluffs, only the inviter and my sim show up. There is no actual party, no DJ booth, no other sims, just the two of them. This bug happens all the time cause I always accept, thinking there may be a party now, but it is always just the two of them arriving.

this is more akin to them asking you on date. instead of romantic, it's someplace friendly hangout. Bluffs by default does have a pool, benches, and woohoo bush(?). if you have items on you, you can make more activities.
My game is not in English so I don't know if it makes a difference, but the call asking you out to e.g. check out the Ruins lets me think that we are about to go to the Ruins and then the game takes you to a cemetery. Pretty creepy and not intended as there are four Base Game "goDancing_ComplexSituation_Club_PartyGoer*" tunings for different purposes. The first is the standard version ("GoDancing_ComplexSituation_Club_PartyGoer") and takes you to many different venues (cemetery included) and that is of course alright.
But besides the standard one there are 4 additional ones claiming to be one venue type only:
As the tuning names suggest those should only take you to their associated venues and NOT to a cemetery. The cemetery was added as compatible venue by mistake to those four.
I do get what you're saying and it's alright to except this as like a "surprise invite" from an NPC. But there is a standard version for this dance party invite to a cemetery and the other "only" versions still need correction. It's not game breaking but still annoying if the game takes you to the wrong lot, which you maybe not prepared enough to host an enjoyable dance party.
