If I'm understanding correctly are you saying that the meter will continue to progress even when the tasks list is completed and closes? Because I am completing all the tasks successfully, but once they are all completed it's still not Gold. In retrospect I do think when I get to that point I havent tried to continue doing various funeral tasks so maybe I will try that!
Completing the task list seems to count for only some of the progress. Doing the "Funeral" interactions in the Sims' Social Menu seems to progress the meter even after all the tasks are completed.
Tasks + Socials seems to be what's required for a Gold
