[LDSP] Sims moving used laundry to the dryer

If one sim puts laundry in the washer and neglects to wash it, the same or another sim may autonomously move the still used and dry laundry to the dryer and dry it. There shouldn't even be an option to move used, dry laundry to the dryer for sims to misuse.
