- Are you using mods/cc in your game ? Please remove them and test without them if you do.
For whatever it's worth, I had this same issue and I was able to specifically isolate it to having the Regal Romancer lot trait at the same time that I had Stay Over guests on my lot. As soon as I got rid of the guests, this notification bug / Sim interaction stalling bug ceased.
This issue did not occur during normal gameplay or when I had Social Events on my home lot, only when I had Stay Over guests specifically.
Noticed this bug showing up for me when I had Stay Over guests too. It doesn't seem to have gone away after sending them home though.
I'm playing the Thebe family, so there is someone with the Regal Romancer trait in the family.

I'm playing the Thebe family also! What worked for me is removing the Regal Residence lot trait after the Stay Over guests left, exiting build mode, reentering build mode, and then re-enabling the trait. That fixes the bug for a while.
Just a few minutes ago though, I had the bug re-surface, this time when using the Skillful Sleep mastery skill ability, which generates a ghost of yourself to learn skills. I wonder if this lot trait is bugging out every time there are non-resident, non-employee sims staying at the lot...
Hye, this is happening to me right now, seeing this forum i disabled the trait because it kept giving constant notifs, messing with my sims, and confetti galore on my whole household constantly.
