Still a problem. I moved my tiny mod folder out and tested. No go. I went into properties and turned off love struck - worked fine. I don't really want to not play with a pack I paid for... I have clips of the interactions failing. Its not just mess around, for me it's also any love struck reaction or even base game like "ask to spend the night". Others they can do fine like kissing.
Edit: Lucky enough I am an MCCC user so I moved my add ons back and I was able to delete and reset the relationship and it did indeed work. However it's pretty sad that I had to use an add-on to fix a game problem.
Thank you for the tip on deleting your sims relationship status! I used MCCC to delete their relationship, and then UI cheats to go in and fix their relationship levels and add all of the sentiments that they had (i.e. wholesome dynamic, partners, etc.). Now they are working!
