I am having the same issue. My legacy family sim was a teen when I got lovestruck and now she is a young adult and not woohoo. The game lets me pick the action, she gets an increase to her romance but then the action cancels. I can not try for a baby or anything. She is 100% friendship and romance with her partner and woohoo is stuck in glitch. No Mods.
