If it's somehow not possible to prevent decay for inactive couples, I just want a toggle to turn off RS decay entirely.

"Turn off RS decay entirely" is what I've done in my game by mod. I want the toggle feature in the official game if they don't plan to fix it. It should be like a toggle on/off of aging.
Again, I want to say that if romantic satisfaction decay is an intended gameplay feature...
Romantic Satisfaction of unplayed Sims should be frozen as they are!
For example, let's imagine you have a lovely married couple as our neighbors who have a max love level in the real world. It would be so stupid if you have to meet them every time and let them make love every hour in front of you to keep their romantic satisfaction from decaying.
Oh, you might have to "control their mind" because they can't make love enough autonomously. If you don't do it, they will gradually lose their satisfaction and go to the maximum negative.
To make it worse, your neighbor not only has one couple, but a dozen. You can't take care of everyone anyway. And if you think about how many couples in the whole world...

That's why I believe that Romantic Satisfaction Decay should be paused with unplayed households unless Sims Team can make them change the value up and down randomly... not only decay!
And if there are random satisfaction changes, it should be a part of the Neighborhood Stories toggle as well.

I completely agree, and I can't understand how this wasn't considered to begin with. Unless there are technical reasons why it wasn't feasible to implement properly... in which case there should definitely be a toggle to turn off decay.
Unfortunately mods are not available to me since I'm on console, which makes this so insanely frustrating 😠
