Same thing happened to me. I was creating a family yesterday, and their relationship dynamic kept resetting.
Also, I'm not sure if this is related, but one of my married sims became household members. The save file was created before the Feb 3 patch if that helps.

are you using mods/cc ? Have you tried a clean folder ?

The save file was modded (altho it's not related to relationship/dynamics), and I did take them out before the patch. But I did have a CAS CC and ModGuard on when creating that family (after the patch).

I can try recreating the bug on a clean, unmodded save file if it's needed.
