I've just encountered this problem as well. (haven't travelled to community lots for a while as was doing the 100 baby challenge) So far the bartender is just practising tricks, whether I am able to order drink or food is sporadic and when I can order the order is not fulfilled. I tired resetting the bartender but that didn't work either, this was at the solar flare lounge bar.
