I am having this too, with bartenders (in nightclubs and bars) doing bar tricks and only sporadically (and very briefly) actually tending bar and able to order drinks from. Since I play rotationally, it is all over, in every lot with a bartender, and no matter what is ordered. I have all the expansions, play with mods, on a Mac. This is a very recent bug. I posted it about this on social media and other people are saying bartenders are not showing up at all in their games.
