I'm on PC. The same happens to me. I use mods, but I tested it wihtout them and the same thing happens. I sent my sim on a date and wanted to order a drink from the bar. The bartender circled around the place, only to return to his inital spot. After 3-4 attempts I finally managed to order a drink.
