Mixologist behind bar, but not tending it, unavailable for orders

This is occurring on my Mac , with a new save, in all worlds/areas. I'm also noticing that the buffet station in University doesn't ever have someone tending it (mousing over the buffet unit will show "next meal at x time" but then once that time comes, there is no server and mousing over no longer shows a time). The Bartenders tend to do their animations, and still are interacting with townies however you cannot order food or beverages from them. If I do finally get the interaction menu to show "order food" and "order drink", I'll go to place an order but then it will immediately clear my queue and I'll notice that I can no longer order food or drink.
