This one is still happening for me too. The bartender seems to get distracted. I had my sims order food from outside the bar, but by the time he went inside the interaction had dropped. There was another sims standing at the bar and there was no longer an option to order. I have only been successful in ordering when my sims can get to the bartender first, or sometimes when bartenders change shifts.
Game on PC. No mods. no CC. All pack, except for some kits.
