I've had this happen a lot, even in new "never cc or mods" saves on PC. It's especially annoying during weddings.
The mixologist is there but does tricks instead of letting people order. Or they just wander off (not even talking to other Sims.) I've also had this happen after Starlight awards when they have the want to have a drink (which I wish didn't happen, especially in my "never cc or mods" saves.)
