I don't have a bar tender turn up at all. I noticed the issue with the glass walls update. It happens on both community lots and residential lots, including during an event (like a birthday party or wedding). If I try to put one of my sims behind the bar to tend it, they stand there and don't make any drinks that are ordered. They will talk to everyone that walks up to them, and appear to be tending the bar (correct pie menus appear for ordering drinks etc.), but they don't make drinks.
