I found this happened in my game, which is a completely vanilla save with no cc or mods. I play on PC with all packs.
My sims visited the bar in Strangerville and although the Mixologist spawned in behind the bar, she immediately walked away to sit and chat with other sims and stayed chatting the entire visit. I tried resetting her but it didn't help, she just stayed chatting.
