I'm having this same issue but it stems from a deeper problem, as far as I can tell.
If I use testing cheats to clear all the infant quirks before aging up my infants, it solves the hidden quirks issue, but I'll still get the moodlet "tired of milk" a few game days after aging up to a toddler. That moodlet can be removed with cheats but it'll come back a few minutes later. It means that all sims born in-game are almost constantly sad. This has made the game basically unplayable for me.
Any sim that's been through the infant life phase seems to keep some remnant of that phase as a hidden trait, so they get random infant moodlets for the rest of their lives. I've looked at what traits the sims have and it looks like they're a toddler/child (this never stops happening) not an infant in the traits list.
I tried deleting Sims 4 from my PC's files but I guess all my game data is in a cloud or something because when I reinstalled the game everything was back exactly like before (glitch included). Same thing when I uninstalled and reinstalled the game through the EA app.
I tried deleting my saves, repairing the game and then starting a fresh save with all new sims but the glitch is still happening. I can't find a way to clear out whatever cloud is saving my stuff, so even though I've heard rumors that this glitch is fixed for new saves, I can't figure out how to start a purely new save to find out. Help please?

Nariatious Your saves are only on your computer, in your Documents folder. You can start a fresh save by clicking “New Game” on the main menu.

I assumed the same thing about the saves being on my computer only, but when I deleted the entire Sims 4 folder from my documents and then reinstalled the game through the EA app (without keeping or restoring any of the files I deleted), all of my games were exactly as I left them. It's possible there's a second set of folders that Sims 4 is actually running from but I haven't found anything like that yet.
I've started multiple fresh saves already trying to fix this, so at this point I'm guessing that something isn't right with the game itself, but I can't figure out how to do a clean re-install.

Nariatious Do you use any cloud backups on your computer like OneDrive or iCloud? They can sometimes cause problems with trying to update/reinstall the game by putting old files back.

Thank you for trying to fix this! I tried installing the mod right after I posted my first message. It's listed in my mods on startup, but I can't find the menu option to clear the infant traits/quirks in-game. Maybe it's conflicting with another mod?

Oh, I'm sorry, I know exactly what I did wrong: my mod requires the XML Injector, and I forgot to list that anywhere. Thank you for leading me to the problem!
