Every public lot I create is empty of townies. It can be a normal park or a retail space, my sim is always the only one in there. Is this happening with anyone else? The ones from the game seem to be working fine, it’s just the ones i create from scratch. :/

Since this post i placed a retail lot i created in magnolia promenade and townies showed up, but the others i created in other worlds still empty.
no mods, i only have official content downloaded.
There's an issue with npcs owned retail lots and another issue can be that if you have a big family, you overmax the lot limit.
There can be no more than 20 Sims on any given lot (I don't know if that varies if you have a lower spec computer). All your household Sims also count and each mannequin on a lot counts as half a Sim.
Since you have it on every lot you build and I doubt that you put 40 mannequins on every lot, i don't think that's your issue though.
Have you tested a new save game to see if the same happens there ?
