Negotiate a bonus/promotion not doing anything

After being level 10 charisma I have the option to negotiate a bonus on my phone but it does absolutely nothing.

found this in phone_NegotiatePromotion. In other words interaction is working only if in Noble career (meanwhile preceeding picker interaction excludes this very career).
