Neighborhood stories stop working after a while

PC player, no mods.  Not sure if this is a bug or just bad luck but for the past few months, there have been practically no new NPC romantic changes in my game.  I have double checked that I have neighborhood stories fully enabled and that that includes the romantic changes part of that.  There are constant deaths and friendship changes, but the few romantic changes that happens is pre-established couples breaking up and getting back together.  I don't even get pop-up phone calls asking about whether or not to go on a date anymore.  It's making my game stagnate and I don't love it.

are you checking the stories every day and there's no stories to it or just nothing happening ? There is still an issue where the stories you get don't actually happen

I am checking the stories every day, and there are no stories indicating any romantic changes, even though other categories such as friendship changes, accidents, and adoptions happen nearly daily.  

Just an update, the problem is getting worse for me.  Now if I'm lucky I get one friendship change a day, but usually it says there is no update to be had.  Still no mods, double checked that neighborhood stories are on.  I've tried repairing the game on several occasions.  

Okay, so it's not just me. I went a whole Sim week without checking the mailbox, expecting there to be a lot, only to be told nothing had happened. I did take about a month break (beyond logging in long enough to get the Christmas stuff). When I stopped playing, I still wasn't getting a lot. Before that, there was a Moriah sim (not the one that came with an expansion, as they have long since been dead), and some male sims were the main things that showed up. It was always friends-related, and towards the end, there wouldn't be a second sim involved. I would be like "Moriah and _____ have a closer friendship" with the blank there, no name. I feel like either it just started degrading over the last few months in my save, or one patch partly broke it, and the more recent one completely broke it. If they need a save, it's the same one that I just submitted for the multigenerational. I told them they were welcome to use that save for other bugs as well, and I specifically mentioned the one where Prom completely disappeared from the game.

Edit: I also rarely get phone calls about jobs and relationships anymore, and they're only from other played households, not townee friends.

I have the issue with neighborhood stories accidental deaths no longer occurring if I play in a save that has aging off for a long period of time. Everything else still occurs in neighborhood stories for me, but the deaths have completely stopped for sim weeks now. This happened in two separate saves where I had aging off, so I thought it was related to that. I turned aging back on for NPC sims and kept aging off for my played households hoping that might help push accidental deaths again, but it has not helped. I'm not sure if what we are experiencing are known bugs with neighborhood stories or not.
