Yes, it will return.
The longer you play on a save where you have a lot of information (about houses, sims), the fewer "for rent" houses you will be able to have on your save.
In my game, every 2-3 generations or so I have to turn off more "for rent" AND clean all NPC from save (generated by game)
Also I release all ghost to Netherworld (by LMS mod). For now generation three is still full
