I have just now had this happen in my game.
I play on PC and use a ton of mods, and this is an old large save. 😊
I had just finished playing in a residential rental lot and loaded up a regular residential household. The surrounding neighbourhood looked fine. I then exited to manage worlds then straight back into the same regular residential lot and the neighbourhood was reverted back to a new save status.
I tried the same thing by not saving and selecting a different household in another neighbourhood and the same thing happened, upon first loading everything looked fine, but exiting to manage worlds and straight back in causes the neighbourhood to reset.
Eventually I had to load a save made just prior to playing in the residential rental lot, and I don't seem to have the issue anymore with the neighbourhood reset.
Some more info; the residential rental lot I had been playing was originally from the gallery a long time ago, and I had played it multiple times without issue before and after For Rent came out. A few weeks ago I played in Willow Creek in a different residential rental lot in the same save, also from the gallery, which I had played in before and after For Rent was installed and didn't experience this problem.
The residential rental lot is in Del Sol Valley, the bug happened in Oasis Springs which has zero residential rental properties.
I don't think I have a lot of residential rentals in this save. A total of 9 residential rental properties over 7 worlds, one has 5 apartments, the others have 4 or less, making a total of 28 individual rental apartments.
As yet I have not tried to test without mods, but I might do if I get bored.

How many Sims/families do you have?
For rent lots speed up to occurrence this bug not make this bug.
3 things influence this condition:
- many sims and information about them on save - ghost, custom textures (tatoo, werewolf/pets fur )
- no default lots on save - big buildings with more objects from gallery
- for rent lots - for game each unit is separate lot - that's why for rent lots is more weight for save- joleaco4 months agoSeasoned Ace
I play 75 households at the moment 😬
I play on unlimited sims setting which is showing a sim count of 356.
I have the werewolf pack but have not played with them yet. There are more ghosts than I like and I'm trying to get rid of them with MCCC. Tattooed sims are minimal. But I do have a ton of CC.
About half of the residential rentals are empty as I haven't the need to move sims into them yet.
If this problem is not fixable and eventually breaks this save, I do have quite a few backups stretching back to 2022. I will obviously lose a lot of progress but my base sims will still be there, I guess.
I play very slowly on long lifespan so that's a plus in this case.

Unlimited sims setting - generally this do nothing for game. Honestly - I dont know what it should to do
Even if you dont play on rentable lots it can make problem - delete them or switch on residential
